It was suggested in a video I saw a couple of days ago on a different channel that this little kitten has two independently operating brains because the twins failed to successfully separate at some point during development, which is why her head sways from side to side as she tries to maintain her balance.
With proper care from their human parents, several kittens born in this manner have lived far into maturity despite the generally very low survival rate of such births.
She appears to be a priceless little darling who deserves all the affection and attention being shown to her. Best wishes to her.
